Hobo, probably a weak/broken safety spring( or at least one that has less detent than is required). An easy fix for a few dollars. Numrich has the part.

If you are really interested in at least one possible answer, compare the black powder time/pressure curve with a dram equivalent load of SR7625. |

I think it has been mentioned before but I have had occasional issues with 'hard' primers, particularly some of the newer Fiocchi spark plugs. |

First I'd replace the striker spring. Easy to do and inexpensive.
Other 'fixes' may well be more invasive. |
