You can reload them all, some better than others.
You really need to be more specific in your question.
What hulls are available to you, and what are you trying to achieve?

I want to buy some factory shells that I can use and then reload.

I'm new to the 16 gauge world and reloading.

I'm thinking 1 or 1-1/8 ounce loads in #6 or #7.5 shot.

I'm mainly looking for a brand recommendation that is good for reloading.

The Black Remington game loads are good, and fairly cheap to buy if you catch them on sale.

HH-I use Federal and Fiocchi cases as well as Remington. The one ounce recipes available for them and are abundant and can be low pressure. Loads around 1165 fps with an ounce of shot (or less) are satisfactory for ruffs. I actually like #7 shot for reloads. I would not go smaller than 7-1/2's unless you want to eat shot. Zutz recommended #6's, claiming he had fewer wounded birds get away. I follow up all the birds I shoot at whenever possible. My springer has found several birds given up for misses, up to 100 yards beyond the shot.

Federal, Fiocchi or Remington one ounce factory loads are all good for grouse in the sizes you mentioned. Federal also makes a 7/8 ounce 16 gauge load. However, it is high velocity and may be more than you want to shoot in an old gun. I, for one, don't need 1400 fps for ruffs anyway. Mike
