I have a 12 ga. roll crimper as well as a 20 ga. Both are the old or antique style table top mounted. Can I use the 12 ga. to roll crimp the 16 ga. hulls?

give it a try if they are tight in the chamber then no. Precision Reloading has them for a cordless drill or drill press reasonable price good results.

There is a 16 ga roll crimper on ebay right now, but a little pricey.

A 12 ga. crimper will flare a 16 ga. hull rather than close it. Don't ask how I know.
I have had success and been rewarded by buying roll crimpers at ebay.fr search for "sertisseur". Even with shipping I believe you can find a better and less expensive one than the one on Ebay.com. Most of them are 16 ga. Be sure you find out if they ship international and the costs. I see a few good ones among some junk. I once bought a Manufrance crimper in 16 ga. and the cost including shipping was just over $25.00. Gil

I found this link FWIW; http://www.16ga.com/forum/viewtopic.php?t=12444

Somewhere else is a thread I started about new Russian roll crimpers?
