Don't know if Academy Sports has penetrated into the VA market or not, but they usually have Federals in #8 available. If not, try a Dick's Sporting Goods.
Don't know what part of Northern VA you are in, but they just opened a Gander Mountain in Fredericksburg about 4 years ago. Might call them and see if they are stocking any useable 16 ga. shells.
I also know what it's like to shoot in groves. I used to hunt the pecan groves in S. NM, not far from El Paso, TX, along the Rio Grande. I had many birds that were just not worth cleaning and cooking. A center of mass hit at 10 yards pretty well obliterates all the breast.

There was recently a post about "New Era Ammunition" by Ash. He listed a web site for them. Listed under their Low Pressure category they have 2 1/2" 16 ga. shells available (7/8 oz. and 1 oz.) in size 7.5, 8, or 9 shot. List price was around $90 per flat as I recall. Either find that post and get the web site or I'll bet you can Google the name and get it pretty easily.
I've never used their shells and know nothing about the company, but it is a possible source for your requirement. And it sure is nice to see a new entry into the 16 ga. arena.
