I am going to load some black powder in brass shells. 2&1/2 drams with a marked powder dipper, fiber wads & 7/8 or one ounce shot. Overshot wad sealed with water glass. Is the load safe? FFG and FFFG powder. What is best way to seal the overshot wad? Other advise welcome. Thanks in advance

The load is safe, is the gun safe is the question.
I would use FF and use the same dipper for the powder as the shot.
What hulls are you using? I use ALCAN all brass hulls and a *57 primer.

I use Elmers School Glue to set the over shot wad.

If I only shoot one shot the other shell is moved to the right chamber.

I agree, but the powder can be reduced for a tighter pattern, and a gentler recoil, by about 10%
