I know I'm late to respond, but I have recently been loading 1oz Federal hulls with the SG16 wads and to answer your original question which was lost somewhere deep in this thread... I have had to use fillers always with the 1oz #6 nickel shot ive been loading. Otherwise theres no way I couldve gotten an acceptable crimp in my experience. As a newbie shotshell loader you can take it for what its worth - just my limited experience so far. With universal clay at 22.5 Gr/SG16/#6 nickel I have had to place felt filler wads in the shotcup first to raise the shot up high enough for good crimp. even with the overshot card on top. Not only helped the crimp but also raises the shot just high enough over the top of the petals to ensure proper function at ignition. One thing i keep reading again and again is that a load is only as good as its crimp. Also read that crimps can fail at ignition if the top edges of the shot cup strike the 90 degree angle of the hull wall/crimp before the shot does. That is one reason why you always should load the shot a 1/4" or so above the top of the shot cup walls.
